Basicly illegals can be helped. But the funding could be subtracted from
foreign "development" aid. But also all insurers may need to pay into a
central fund for all bad risks. And certainly nobody can be exempted from
having a health insurance. It's like being exempted from the IRS. Seau pay
up anyway or else you'll be taxed even meaure.
