Well no; they're ridiculing the Nobel Committee for giving the prize,
which is supposed to awarded "to those who, during the preceding year,
shall have conferred the greatest benefit to mankind", to someone who
was nominated after having been in office for two weeks or less.

The Nobel Peace Prize for 2009 was supposed to be awarded for deeds
performed in 2008, although the nominating period didn't end until
February 1, 2009.
