Possibly your meaning would have been clearer if you said "...has a
history of *having been* the greatest polluter." (past tense), giving a
tip of the hat to China's *current* status.

China did that in 2008 and by 2020 is expected
to Double the Pollution that it makes and ships
around the World. -but- Good News China may
soon have to take a second seat to India who
by 2020 may surpass China as the Worlds
BIGGEST POLLUTER !
