for the purpose of making the numbers much more scary. The truth is that
NO budgets can be forecast in excess of about 3 years. Legislation can
be altered with each new congressional session with the cooperation of
the president. NO person can predict the future. In 1997 The CBO
estimated that the balanced budget of 1999 would be achieved in 2002.
The Republican BUBBLE caused by the 1997 tax cuts for the rich increased
revenues to the extent that the projected balance occurred 3 years early
and the bubble then popped in 2001 and by 2002 the tax cutting thieves
were back in full stride.
