Sam was not a numbers or spy station.

I don't think it was proved one way or another what it was, but it had
the basics -maybe not in the usual order - 800ms data burst
transmission then the cartoon character voice.

I know. It was supposed to be some guys testing a radio but it was a
poor choice of recording to do testing.


Poor choice? That's pretty subjective.

Which makes you wonder: Was
there an alternate purpose to the transmissions? Were they trying to
attract attention?


They were obviously just looking to have fun, besides trying to test some
equipment.
