I don't think it was proved one way or another what it was, but it had the basics -maybe not in the usual order - 800ms data burst transmission then the cartoon character voice. Proved? Where were you during the day? Go do some research. I know. It was supposed to be some guys testing a radio but it was a poor choice of recording to do testing. Poor choice? That's pretty subjective. Which makes you wonder: Was there an alternate purpose to the transmissions? Were they trying to attract attention? They were obviously just looking to have fun, besides trying to test some equipment. Try it! I'll leave that for the people with lots of money to blow. They posted that NPR story.
