Hmm...the same thing could be said about Global Warming (tm). All we do
is talk about both issues and do absolutely nothing that has any glimmer
of effectiveness.

Actually, the initiatives taken to increase the ozone layer have had a marked
effect on increasing the ozone layer. *Remember, the first such activity was
begun in the 1970s when NASA had accumulated a history of photo documentation
from space. *That first initiative was banning Freon and other fluorocarbons.
I suspect that the various incremental shifts in regard to global warming will
probably have a similar effect, but we may not see it for a number of years.

But you can't win for losing (or however the phrase goes). *Dig this:
