who worked at US Public Health Care Clinics for

* Not Private Schools and Not Colleges

3 - Engineers and Scientist who worked at US Military
and Government Agencies [NASA] for 5-Years would
be exempted.

4 - All other US Collage Grads for the Rest of their
Lives : Would be Required to Pay a 5% Added to
their US Income Tax Surcharge; plus 1% Annually
of their Personal {Family} Wealth over $1M.

FINALLY : US High School Graduates would NOT
be required to preform National Military Service
but would be required to Registar for the Draft
and could be Drafted by Lottery in Time of a
Declared War by Act of Congress Only.

NOW : If any US High School Graduates {American
US Citizens}; that did not Graduate from Collage;
wanted to Voluntarily Join the US Military and could
