3 - Engineers and Scientist who worked at US Military
and Government Agencies [NASA] for 5-Years would

their US Income Tax Surcharge; plus 1% Annually
of their Personal {Family} Wealth over $1M.

FINALLY : US High School Graduates would NOT
be required to preform National Military Service
