Well, yeah, direction finding is, obviously, involved. Just guessing,
I'd think teenagers are involved and using their parents stations.

Why, because I would use my 1KW mobile, hit the freeways, cruise nearby
towns, drive in the country, etc., while "jamming." So, obviously, the
resources available to "these would be jammers" is rather limited.

It helps to install an industrial alternator on your transportation ...
let 'em find that ... after you are done, go silent, go home ...

But then, you already knew that ...

Actually, having family involved in education, you might wish to rethink
that, unscrupulous teachers, frequently, see the young minds as
"canvases needing a picture", needing "instruction", needing direction,
needing purpose, etc.
