It suppose it all goes back to 'country of origin', and the folks in Costa Rica
may not want 'their' mail held up because of U.S. 'suspicions' of what may or not
be in the mail from Cuba.

Well, as Jim mentioned, lots of Cuban hams use Spain (QSL managers) as
intermediaries. Makes sense to me.
