While you are technically correct, about a LED being mentioned in the original post, the difference between sodium/mercury-vapor and fluorescent BALLAST is minimal, to an engineer. Voltage step-up/step-down, or even wave shape has nothing to do with "digital." While not absolutely necessary, a digital wave shape will be of a square wave, however ramp and even sine can be handled with processing. *And, a simple flip-flop circuit can generate a square wave, process this though a current regulator, then a voltage regulator and you, basically, have your "digital ballast", but it has nothing to do with anything truly "digital."
