Default 7385 KC- Is "IBC Network" Signal Lousy There, Too?

Never can here 7385 in north Texas. Is there signal always lousy?

This time of day I would expect 41 meters to be lousy. I looked in my
Passport to Worldband Radio and did not find a listing, but then it is
pretty out dated by now anyway s. Who is IBC ?
