I'm guessing you have quite a few QSL's from countries that no longer
exist, right? They must be very cool to look at. I tried desperately
just to get a passport stamp from Hong Kong before it became China.
Didn't manage it. An old girlfriend of mine had her grandmother's
passport from pre-Bolshevik Russia. There's something bizarrely
interesting about historical orphans like that.

What really intrigues me about the delay is how -- barring a surviving
recording -- the station could verify reception after 10 years. I
wonder if the verification was made but never mailed? Maybe someone
just stole the postage money charged against mailing it.

Yes, in a way. I sent them a copy of the same reception report from 10 years
ago which was never verified. This time I got the QSL. The abbreviation f/up,
means follow up.

I got a qsl from Radio Mongolia in 1979 after hearing the station on
my old Montgomery Wards Airline multiband portable in Texas. It was a
treat because it came with a pennant and schedule all the way from
Ulan Bator to south Texas. Saddly, I never heard them again on
shortwave. It was one of those propagation windows of opportunity.
