ADVERTISEMENT The dollar fell to its lowest against the yen in nearly three years and its weakest against the euro in eight weeks. The G7 called for more exchange rate flexibility to help iron out global economic imbalances and markets interpreted its statement as criticism of persistent intervention by Asian countries to weaken their currencies and boost domestic exports. |

A few years ago, a California FM pirate claimed the FCC had no jurisdiction because his signal was undetectable well before it got to the California border. I think the pirate lost, but the point is worth considering. How much control should the Federal government have in matters which have no effect outside a state's boarders? Yah but that argument blows the heck out of "equal rights". The guy in California thought he had a point but I'm in Vicksburg, Mississippi, and I can see several thousands of feet into Louisiana. Heck, my sneezes are probably heard in Louisiana! Had the pirate won, and the states became responsible for radio emissions that couldn't be detected across the boarders, I think the states would just hand the job back to the Federal Government, anyway. But I'd like to hear Swarzennegger's and any other candidate's opinions on such issues. Are there Constitutional issues worth considering? Is it practical for a state to regulate radio, or whatever within it's boarder? I doubt a candidate would have a canned answer at hand, but might be able to cobble up a reasonable answer based on a bit of knowledge and some general principles. Frank Dresser |
