There currently is no shortwave broadcasting from Mozambique, the shortwave transmitters were decommissioned in 2001. At any rate, it would be kind of difficult for 3280 to propagate to N. America at that time from Mozambique... China and Ecuador also use the frequency. Also used by Radio Veritas out of South Africa, but not during that time frame.
