Several possibilities: Romania, Zimbabwe (has been known to use the frequency
at times, but used to close normally at 2200), Vietnam, Korea and whomever
else!

Most likely Romania (they are in English at 2200) as this is what is being
reported recently in this time frame on the ECNA.
