suggest that you do a bit of research on PPO's...

Many of the virus programs forge the sender information to match a
random person in the address book - presumably in the hopes it will be
harder to track down the person who got infected.

Also note that it says "To be eligible to obtain a PPO, you must establish that
there is reasonable cause to believe
