I've done some research of the hobby press to see if possibly Libya was
indeed using their own transmitters again, and can find no evidence that
they are.

The current HFCC data (B03) also shows 17695 to be used by Libya from
the Issoudun, France site at 500 kw. No listing for any Libyan
transmitter on that frequency.
