I have a balcony of about 2,50 meters
Was wondering if I can build a simple outdoor antenna for 2-30 MHz range

Is that 250 meters or 2.50 meters ?

If your house sits at a high elevation that is advantageous. But, I would
install an insulator at either end of the balcony as high as you can safely
get them and string insulated wire the whole length. I don't know what
direction the balcony runs, or where you live, but if you are in North
America, it is helpful if the balcony runs East-West.

Another idea would be to install a tall pole (2 20' connected together would
work well) on one end farthest from the receiver and attach your antenna
wire to the top of the pole and terminate it to an insulator on the deck and
run coax into the room where your reciever is from where the point on the
deck where the wire terminates.

Depending on your receiver, it might be helpful to have an antenna matcher
or antenna tuner between the antenna and the receiver to match the antenna
to the receiver for whatever band you are listening to, although it may not
make that much difference. The antenna would be most responsive in the
lowest bands, and have some directionality.

If you meant 2.50 meters, you could put up a pole, connect as much wire as
you like in a loop between the pole and an insulator mounted on another pole
and run the end into the house to your receiver.

Build One and 'place' it out on your Balcony.

Build Two and 'place' one on each outside corner of your Balcony.
Feed them into the "Balance" HI-Z 500 Ohm Terminals of your Receiver.
