Apparently so. That's part of the expanded 19 meter band approved at some WARC or
another. Some stations of course are already 'moving in'.

I do see that they mention in the B03 sked that the West Coast USA is
targeted, but notice that even in the A04 sked that the beam headings
are the same even though the West Coast USA is not mentioned.

They do not 'intentionally' broadcast to the USA.

They broadcast 'towards' the US but not officially 'to' the US. Like
most countries, RNZI registers their frequencies for a certain area, in
this case the South Pacific. However that doesn't mean the signal stops
there. If the beam heading is generally towards your location, you'll
probably hear the signal, providing the propagation conditions will
support the frequency being used. The trick to shortwave listening is
knowing (learning) what frequencies will propagate to your area from
various parts of the world and at what time of day. Here are a few
