That's "The Planet, with Lucky Oceans", a world music program. Sometime's it's cool, sometimes it's new age crap. 9580 and 9590 are both on from 08:00. Which one is best seems to vary with the season and time of day (er, night). They moved from 11650 down to 9590 back a schedule or two. It was getting stepped on by Radio Kiev or something like that. 9580 is replaced by 7240 at 14:00. It's too noisy now, but is much better closer to the eqinoxes, equinoxi (whatever).
