France established influence in that region in the early 19th century,
and created a unified government for what is now Vietnam in 1887. The
US had precious little to do with Vietnam before the late fifties,
certainly nothing like authority or control to turn over to anyone.
The French were in control of everything but Japanese military bases
there through 1945, then lost Hanoi to Ho Chi Minh but regained it
the following year.
