If money were no object what is the best general
coverage receiver that one could purchase?

I want one of those radio telescopes and a really big yard to put it in, oh
hell, maybe a mountain to put it on top of. This should only be a few 100
millions. Maybe I should have an array of them. Spread out over all
continents, maybe a few in space. Should be able to hear everything!
