Where I live, the apartments all come with DSL if you can afford it, and no outdoor antennas allowed. That sure makes a mess out of shortwave. I can't imagine what it does to an amateur trying to communicate. It remains to be seen (tested in court) if shortwave listeners have any right to hear foreign broadcasts, free from local interference created by BPL. This will be determined if/when someone sues a BPL company for interfering with shortwave reception.
