Default FSK on 289.6KHz

Does anyone know what the FSK signal
on 289.6KHz is? While experimenting
with a new feed line I found this signal.
In Lexingotn KY it is a S6 and has been
steady for the last 12 hours.
And does anyone have a suggestion for
a freeware FSK demodulator? My MFJ1278
only shows garbage.

Thanks!
I have a GPS38 and I located the
plans for building a differntial system.
Now all I have to do, is to refind them.
They must be running a lot of power
to produce that stong a signal here.
and that explains why my MFJ1278 only
shows "random" charctors.
Any idea when this station went "online"?
It has been a while since I tuned down
to listen to anything other the some NDBs.
