The ultimate source that I've found is
http://www.fcc.gov/mb/video/tvq.html

You feed the web form your latitude/longitude (in degrees arcminutes
arcseconds form), and give it a distance and it gives you a list,
with bearing in degrees and distance, to all the TV stations within
that radius. It includes Canada, although some comments in another
newsgroup said that the Canadian data may not be up to date.
