Well it certainly makes sense to **** away a few hundred
million on an infrastructure to pre-shrink license applicants than to
put a lot less into training, equipping and deploying enforcement
people with authority to pull licences and apply meaningful fines.

Perhaps a simple IQ test would be cheaper and more appropriate. READ
CAREFULLY: THIS WAS AN APRIL FOOLS JOKE! ON YOU!!! IT'S MAY ALREADY!GET
OVER IT!

Perhaps it would help to know that Heisseluft translates directly to English
as "hot air"

Ah, yes...Ich errinere mich schon an Herrn Heisseluft....

This Emil Heisseluft guy is a yearly April Fool's thing written from
the imaginary city of Grossmaul an der Donau (Bigmouth on the Danube),
Austria.

Never ceases to amaze me how many people fall for this (hell, I did
for a lot of years! LOL). The ham community is good for practical
jokes on each other.

This idea may have started as an April fool joke..........
But, the idea does have some merit.

Perhaps further discussion refining this concept, leading to a request to
the FCC for an NPRM is in order here.
