It just makes the situation worse by making them dependent on handouts. To make them truly independent and thus conquer poverty, you need to get the economy going and teach the people how to fend for themselves. But in order to get economy going, you need to have a legal system and a law obiding society. In most African countries where you have violent thugs running berserk, corrupt governments, inefficient legal system and law enforcement, you can't start a business and no sensible foreign company will invest there either.
