The VOA is not allowed by federal law to target the USA for its
broadcasts. The VOA can be heard in the USA via it's Relay sites around the globe. I good site to check out for ENGLSH only broadcasts is the PRIME TIME SHORTWAVE by Danaiel Sampson at: http://www.topica.com/lists/primetimeshortwave/ I use it all the time.
