It involves a network of radios which transmit a coded signal on each
of a number of frequencies in a list, while listening for signals from other radios. The idea is to facilitate communication among people who don't know anything about propagation, by just trying and finding frequencies that work. It is used by the military and other government agencies and there is limited use by hams. There is a free piece of PC software that implements it with ham transceivers; otherwise it may be built into the radios.
