Default economical bandpass audio filter?

How come one of them Bell South so-called "repairmen" (his name is
Jason) "fixed" my Bell South land line so it would work when it rains
around here.He said he disconnected a wire in the (Bell South) phone box
in my carport.It never gets wet in rainy weather around that fancy ass
Bell South phone box in my carport,,, and how come Bell South Sucks them
nasty thingys Big Time! added $101.00 (one hundred and one dollars) to
my Bell South Sucks them nasty thingys Big Time!!!! phone bill?
