Coming in extremely strong and in the clear here on the Gulf Coast.

I would suspect that their 21.470 is beamed for Caribbean consumption during
daylight hours. That and places in the Southeast US. It might be capable of reception in Ohio but probably best with a decent portable and 10 to 30 foot wire antenna. I heard it on 21MHz on Saturday also. Weak but easily readable.
