AFRTS (USA Armed Forces radio) on Shortwave?

AFRTS (USA Armed Forces radio) on Shortwave?

Is there any reason why AFN doesn't broadcast in regular AM mode on
these freqs?

If they did, then their target audiences wouldn't need higher-priced
specialty receivers to tune them in. They could do it on any SW radio.
