No, it is NOT. Not EVER. It is usually referred to as the "council" or

"concilio" or the NCLR. "La raza" alone refers to the bond of blue
collar,
mostly immigrant Mexicans and Mexican Americans in the US and is not an
organization or a group with a structure or form. It is just a term among
equals. As an example, several US Spanish radio stations are called "La
Raza" because they program to that audience and wish to sound part of it.
