Antenna "chalking" ?

Hi, i have a 2/70 verticle that is "chalking" on the outside of the
white section. I think this is the right term for it. If you grab it
white powdery remnants stay on your hands or clothes. How do you go
about fixing this? Wash with soap and water then spray enamel on it maybe?
