SOUTH AFRICAN RADIO LEAGUE NEWS FOR SUNDAY 28 MARCH 2021

The South African Radio League broadcasts a news bulletin each Sunday in A
frikaans and English at 08:15 and 08:30 Central African Time respectively

RENEW YOUR AMATEUR RADIO ON THE OLD SYSTEM NOW

The SARL met on Friday afternoon with the CEO of ICASA, Willington Ngwep
e and other senior executives and discussed several issues pertaining to t
he renewal process of amateur radio licences. It was clarified that the ol
d system of paying your licence still applies and amateurs are encouraged
to pay their licences as before, making an EFT payment to the ICASA Ned
bank account with their call sign and licence number clearly stated in the
EFT. The deadline remains 1 April 2021. Make your EFT payment today or vi
sit your bank on Monday to make the payment. The fees and bank details are
on the SARL web at www.sarl.org.za. Remember your Club call sign and the
Club's repeaters.

The process of registering your licence on the new system is a separate pr
ocess with the current deadline of 1 May 2021. The CEO however agreed that
ICASA has to, as soon as possible, make detailed guidelines available
.. On publication of the detailed guidelines, he will consider extending
the May deadline. Mr Ngwepe said it was unreasonable to expect licensees
to navigate the new system without proper information on how to do this.
It was also clarified that where a HAREC licence, RAE certificate and H
F assessment certificate are not available, a copy of the licence or a p
revious ICASA account can be uploaded.

During the hour-long virtual meeting, many of the other items on the age
nda were not discussed. A further meeting will be held after Easter. Howev
er, the question of type approval was briefly discussed. ICASA confirmed
that draft type approval regulations will be published in the Government
Gazette next week. The CEO urged the SARL to study the draft and submit c
omments.

It is expected that the draft regulation will address some of the problems
radio amateurs have experienced. The SARL will publish the draft regulati
ons when received and arrange an online workshop to get input from the rad
io amateur fraternity.

THE SARL 80 M QSO PARTY ON 1 APRIL

The popular SARL 80 m QSO Party is on the air from 17:00 to 20:00 UTC (19:
00 to 22:00 CAT) on Thursday 1 April. It is a phone only contest and the e
xchange is your call sign, an RS report, and your name. You earn 10 po
ints for every contact with a South African station and 15 points for ever
y contact with a station outside South Africa. Log sheets in MS Excel form
at ONLY must be submitted by 23:59 on Tuesday 6 April 2021 by e-mail to lo
and
a) . The rules are on page 92 of the 2021 Blue Book.

FACING THE FUTURE OF AMATEUR RADIO

IARU Region 1 has started preparations for a workshop to look at the futur
e of amateur radio. The IARU Region 1 asks, "What is amateur radio today
?", "How is it changing?", "Where are tomorrow's amateurs?", "How do
others see Amateur Radio?" and "What do we need to do for the future?"

On Wednesday, 24 March, IARU Region 1 EC together with its Member Soci
eties started preparing, with a Workshop focusing on the future of amate
ur radio. The message being shared in this session is clear. IARU societie
s are losing members; the loss of members in some societies is remarkable
in the last ten years, even with good examination throughput. Next to t
his, persons in leadership roles in these societies are getting older. N
ot all Member Societies have top team members under the age of 35 years.

The IARU Region 1 Executive Committee shared that it is time for change,
we need to start moving forward working together and changing the current
trends. We need to refocus our thinking and way of operating.

The Workshop "Facing the Future" is scheduled to be held in October 2021 h
opefully in Novi-Sad, Serbia hosted by SRS, the Serbian Amateur Radio
Society. A virtual alternative Workshop will be prepared as well.

HAM RADIO FRIEDRICHSHAFEN CANCELLED

Mentioning the "current developments regarding the spread of Covid-19" and
the "uncertainties in the travel sector," the Messe Friedrichshafen ann
ounced on 26 March that Ham Radio will not take place on 25 - 27 June as p
lanned. Once again, the DARC is organizing an online event; detailed inf
ormation is expected in due course.

CONTEST NEWS

The first RaDAR Challenge of 2021 takes place on Saturday 3 April and you
can select the four hours you want to be active between 00:00 UTC to 23:5
9 UTC (02:00 to 01:59 CAT). You may use all the amateur bands including cr
oss band contacts via amateur radio satellites using CW, SSB, FM, or
any legal amateur radio digital mode. The WARC bands are included. The ex
change is your call sign, your name, an RS(T) report, and your grid
locator - a 6 figure locator is acceptable, but the 8 or 10 fig
ure is preferred. Log sheets must be submitted by 23:59 CAT on Thursday 8
April 2021 by e-mail to

PROPAGATION REPORT

Hannes Coetzee, ZS6BZP, reports that the solar activity is expected to
be at low levels. There are a couple of sunspot regions with simple magne
tic configurations visible. No solar flaring is expected. If you want to d
o your own frequency predictions, the expected effective sunspot number
for the week will be around one. The 10 to 30 m bands will especially dur
ing the late afternoons provide some good DX fun. For more information,

HERNU NOU JOU AMATEUR RADIO LISENSIE OP DIE OU STELSEL

Die SARL het Vrydagmiddag met die uitvoerende hoof van OKOSA, Willington
Ngwepe en ander senior bestuurders vergader en verskeie kwessies rakende
die hernuwingsproses van amateur radio lisensies bespreek. Daar is duidel
ik gemaak dat die ou stelsel vir die betaling van jou lisensie steeds van
toepassing is en amateurs word aangemoedig om hul lisensie te betaal soos
voorheen met 'n EFT-betaling aan die OKOSA Nedbank-rekening, met hul ro
epsein en lisensienommer duidelik op die EFT aangedui. Die sperdatum bly 1
April 2021. Maak die EFT-betaling vandag of besoek jou bank Maandag om di
e betaling te maak. Die fooie en bankbesonderhede is op die SARL-web by ww
w.sarl.org.za. Onthou jou Klub-roepsein en die Klub se herhalers.

Die proses om jou lisensie op die nuwe stelsel te registreer, is 'n afso
nderlike proses met die huidige sperdatum van 1 Mei 2021. Die Uitvoerende
Hoof stem egter saam dat OKOSA so spoedig moontlik gedetailleerde riglyne
moet beskikbaar stel. Na publikasie van die gedetailleerde riglyne, sal
hy dit oorweeg om die Mei sperdatum te verleng. Mnr Ngwepe het gesê
dat dit onredelik is om van lisensiehouers te verwag om die nuwe stelsel
te navigeer sonder behoorlike inligting oor hoe om dit te doen. Daar is o
ok duidelik gemaak dat 'n afskrif van die lisensie of 'n vorige OKOSA-reke
ning opgelaai kan word indien 'n HAREC-lisensie, RAE-sertifikaat en 'n H
F-assessering sertifikaat nie beskikbaar is nie.

Tydens die uurlange virtuele vergadering is baie van die ander sake op die
agenda nie bespreek nie. 'n Verdere vergadering word na die Paasnaweek ge
hou. Die kwessie van tipe goedkeuring is egter kortliks bespreek. OKOSA he
t bevestig dat konsep-tipe goedkeuringsregulasies volgende week in die Sta
atskoerant gepubliseer sal word. Die uitvoerende hoof het die SARL versoek
om die konsep te bestudeer en kommentaar in te dien.

Na verwagting sal die konsepregulasie aandag gee aan sommige van die probl
eme wat radio amateurs ervaar. Die SARL sal die konsepregulasies publiseer
wanneer dit ontvang word en 'n aanlyn werkswinkel reël om insette te
kry van die radio amateur gemeenskap.

DIE SARL 80 M QSO PARTYTJIE OP 1 APRIL

Die populêre SARL 80 m QSO Partytjie is op die lug vanaf 17:00 tot 20
:00 UTC (19:00 tot 22:00 SAT) op Donderdag 1 April. Dit is â-˜n foon
alleen kompetisie en die uitruiling is jou roepsein, â-˜n RS vers
lag en jou naam. Jy verdien 10 punte vir elke kontak met â-˜n Suid-A

DIE TOEKOMS VAN AMATEUR RADIO

IARU Streek 1 het begin met die voorbereidings vir 'n werksessie om na die
toekoms van amateur radio te kyk. Die IARU Streek 1 vra: "Wat is amateur
radio vandag?", "Hoe verander dit?", "Waar is die amateurs van more?"
, "Hoe sien ander amateur radio?" en "Wat moet ons doen vir die toekoms?
"

Op Woensdag 24 Maart het IARU Streek 1 UK saam met sy lid verenigings begi
n voorberei met 'n werkswinkel wat fokus op die toekoms van amateur radio.
Die boodskap wat in hierdie sessie gedeel word, is duidelik. IARU-veren
igings verloor lede; die verlies aan lede in sommige verenigings die afgel
ope tien jaar is opmerklik, selfs met 'n goeie eksamen rekord. Hierbenew
ens word persone in leiers rolle in hierdie verenigings ouer. Nie alle lid
verenigings het top span lede onder die ouderdom van 35 jaar nie.

Die IARU Streek 1 Uitvoerende Komitee het gemeen dat dit tyd is vir verand
ering, ons moet voortgaan om saam te werk en die huidige tendense te ver
ander. Ons moet ons denke en werkswyse herfokus.

Die werkswinkel "die toekoms tegemoet te gaan" word beplan om in Oktober 2
021 hopelik in Novi-Sad, Serwië, aangebied te word deur SRS, di
e Serwiese amateur radio vereniging. 'n Virtuele alternatiewe werkswinkel
sal ook voorberei word.

HAM RADIO FRIEDRICHSHAFEN GEKANSELLEER

Met vermelding van die "huidige ontwikkelinge rakende die verspreiding van
Covid-19" en die "onsekerhede in die reis sektor," het die Messe Friedr
ichshafen op 26 Maart aangekondig dat Ham Radio nie op 25 - 27 Junie soos
beplan plaasvind nie. Weereens reël die DARC 'n aanlyn-geleentheid;
gedetailleerde inligting word mettertyd verwag.

KOMPETISIE NUUS

Die eerste RaDAR-uitdaging van 2021 vind op Saterdag 3 April plaas en jy k
an die vier [DEL: uur EL] ure kies wat jy aktief wil wees tussen 00:00
UTC en 23:59 UTC (02:00 en 01:59 SAT). Jy mag al die amateur bande inslui
tend kruisband kontakte via amateur radio satelliete gebruik met GG, ESB
, FM of enige wettige amateur radio digitale modus. Die WARC-bande is in
gesluit. Die uitruiling is jou roepsein, jou naam, 'n RS(T) verslag en
jou ruitvierkant - 'n 6-syfer ruitvierkant is goed, maar â-˜n 8 o
f 10 syfer word verkies. Logstate moet teen 23:59 SAT op Donderdag 8 April
2021 ingedien word per e-pos na

gaan wees. Tans is daar 'n paar sonvlekgroepe met eenvoudige magnetiese s
amestellings sigbaar. Daar word nie sonfakkelaktiwiteit voorspel nie. Dieg
ene wat hulle eie frekwensievoorspellings wil doen, kan 'n verwagte effe
ktiewe sonvlektelling van een vir die week gebruik. Radio amateurs kan ver
