THE SARL SURVEY
The SARL Liaison Team would like to know how long the average amateur has

SARL RESPONSE TO DRAFT EQUIPMENT AUTHORISATION REGULATIONS
On Friday afternoon 14 May, the SARL submitted its response to the Draft
Equipment Authorisation Regulations as published by ICASA on 30 March 202
1. The League thanks ICASA for the publication of the draft regulations an
d the inclusion of Amateur Radio in the list of exclusions. But the League
feels that the draft regulations are not clear on what is included in the
exclusion from the regulations. The League has made a number of proposals
referring to the Frequency Spectrum regulations and ITU regulations 1.56
and 1.57.
THE ZS3 SPRINT THIS AFTERNOON
The ZS3 Sprint is on the air this afternoon from 14:00 to 15:00 UTC (16:00
to 17:00 CAT) with CW and phone activity on 40 metres. The exchange is a
RS or RST report and your provincial or country abbreviation. Submit your
logs sheet in ADIF, Cabrillo or MS Excel format by 23:59 CAT on Friday

AMATEURS IN NEW ZEALAND HAVE ACCESS TO 60 METRES AGAIN.
Paul Gaskell, G4MWO the Editor of the 5 MHz Newsletter reports that the
New Zealand Association of Radio Transmitters (NZART) announced recently
that negotiations with the regulator RSM were successful in accommodating
60 metre operation for New Zealand radio amateurs. Following the end of t
he two-channel 60 metre "trial" in New Zealand during 2020, amateurs the
re will now have access to a WRC-15 Amateur Secondary Allocation of 5 351.
5 kHz - 5 366.5 kHz with a maximum allowable power of 15 W EIRP (about 9
,14 W) by applying for a sub-license. This trial will be for 12 months t
o allow RSM to assess if any interference issues arise. If none do, then
the NZART will negotiate with RSM to have the 60 metre band added to the
General User Radio Licence, eliminating any need for a sub-license in t
he future.

THE SARL-100 WORKING GROUP
The SARL-100 Working Group was created during the Council meeting on Tuesd
ay 11 May 2021 with the aim to collect the history of the SARL. Karel Bezu
idenhout, ZS6WN is the Councillor looking after this portfolio. The WG i
s aware of a lot of historical material at the Archives in Cape Town.
The WG would also like to thank Jan Du Toit, ZS6ALC who donated old Radi
o ZS magazines to the League. Members are invited to donate old Radio ZS m
agazines, call sign books, Club magazines and newsletter, old photos
, old QSL cards, etc., to the SARL-100 WG. Contact Karel, ZS6WN at
) if you have such material.
CONTEST NEWS
The third Wednesday 80 m Club Sprint is on the air from 17:30 to 18:30 UTC
(19:30 to 20:30 CAT) on Wednesday 19 May with CW and phone activity. The
exchange is a RS or RST report, your 4-character grid square and the na
me of your Club. The QSY rules for Sprints apply. You earn 2 points for ea
ch QSO, 2 points for the first QSO with each grid square and 1 point for
each Club worked. Log sheets in MS Excel format shall be submitted by 23:

The Committee received 38 logs for the 40 m Grid Square Sprint held on Tue
sday 27 April 2021. The logs reflected 744 QSOs with 373 grid squares and
334 counted. Twelve clubs appear in the results. The full set of results
is in HF Happenings 964.

Nine logs were received for the AWA Valve QSO Party held on Saturday 1 and
Sunday 2 May. For the AM QSO Party, two logs were received with six cal
l signs logged and for the SSB QSO Party, eight logs were received with

PROPAGATION REPORT
Hannes Coetzee, ZS6BZP, reports that the solar activity is expected to
be at low levels. There are currently two sunspot regions visible and min
or C-class solar flaring activity is possible. If you want to do your own
frequency predictions, the expected effective sunspot number for the we
ek will be around two. The 15 to 30 m bands will at sunrise and especially
during the late afternoons, provide some good DX fun. Please visit the

SARL REAKSIE OP KONSEP TOERUSTING MAGTIGINGS REGULASIES
Op Vrydag middag 14 Mei het die SARL sy reaksie ingedien op die Konsep Toe
rusting Magtigings Regulasies soos gepubliseer deur OKOSA op 30 Maart 2021
.. Die Liga bedank OKOSA vir die publikasie van die konsep regulasies en di
e insluiting van Amateur Radio in die lys van uit sluitings. Maar die Liga
is van mening dat die konsep regulasies nie duidelik is oor wat ingesluit
is in die uit sluiting van die regulasies nie. Die Liga het 'n aantal voo
rstelle gedoen wat verwys na die Frekwensie Spektrum-regulasies en ITU-reg
ulasies 1.56 en 1.57.
DIE ZS3 NAELLOOP VANMIDDAG
Die ZS3 Naelloop is vanmiddag van 14:00 tot 15:00 UTC (16:00 tot 17:00 SAT
) op die lug met GG en foon aktiwiteit op 40 meter. Die uitruiling is RS(T
) en provinsiale of lands afkorting. Stuur jou logstaat in ADIF-, Cabril

AMATEURS IN NIEU-SEELAND HET WEER TOEGANG TOT 60 METER.
Paul Gaskell, G4MWO, die redakteur van die 5 MHz-nuusbrief, berig da
t die Nieu-Zeelandse Vereniging vir Radio senders (NZART) onlangs aangekon
dig het dat onderhandelinge met die reguleerder RSM suksesvol was om 60 me
ter werking vir Nieu-Zeeland radio amateurs te akkommodeer. Na die einde v
an die twee kanaal 60 meter 'proef' in Nieu-Zeeland gedurende 2020, sal
amateurs daar nou toegang hê tot 'n WRC-15 amateur sekondêre to
e wysing van 5 351,5 - 5 366,5 kHz met 'n maksimum toelaatbare krag va
n 15 W EIRP ( ongeveer 9,14 W) deur aansoek te doen vir 'n sub-lisensie.
Hierdie toets periode sal vir 12 maande duur om RSM in staat te stel om t
e bepaal of probleme met steurings ontstaan. As geen ontstaan, sal NZART
met RSM onderhandel om die 60 meterband by die Algemene Gebruikers radio
lisensie te laat voeg, wat in die toekoms 'n behoefte aan 'n sub-lisens
ie uit skakel.

Die SARL-100 Werkgroep is tydens die Raadsvergadering op Dinsdag 11 Mei 20
21 geskep met die doel om die geskiedenis van die SARL in te samel. Karel
Bezuidenhout, ZS6WN, is die Raadslid wat na hierdie portefeulje om si
en. Die WG is bewus van baie historiese materiaal by die Argiewe in Kaapst
ad.
Die WG wil ook Jan Du Toit, ZS6ALC, bedank wat ou Radio ZS-tydskrifte
aan die Liga geskenk het. Lede word uit genooi om ou Radio ZS-tydskrifte
, roepsein boeke, klub tydskrifte en nuus briewe, ou foto's, ou QS
