Default 420.000 - 421.000 Niagara Region Trunked System ??????

I hear a lot of traffic between 420.000 MHZ & 421.000 in the Niagara region, Niagara Falls, St. Catharines, Niagara Air Bus, Casino Shuttle, Furnace Repair, Diesel Truck Delivery, Paving CO. , Tow Truck, Star Choice Dish Installations, SPCA, Fast Food Deliveries and so on, I have tried to have my scanner lock onto the CTCSS/DCS TONES but there seems to be none, can some one tell me if this is a trunked system and if so do you have any information on how I would set it up, (ie) all the frequencies, & what kind of trunk system it is. I would like to try and follow the traffic on these frequencies if possible.
