Default 6980 CW Spy Number Station?

I'm listening to 6980 around 0600z, and am hearing a station in 20wpm CW
repeating a message something like "--992??T229???" about every 30
seconds. (Not your typical 5 figure group "numbers" station.)

Anybody else hearing this or can ID the signal? (My location in Southern
California, and the sig is weak and fluttery; I'm using a 50' longwire
antenna and Sangean 803.)

It's been awhile since I've heard non-ham CW, by the way..
