I am sure that either on a real emergency vehicle like a cop car, or whatever that you might have seen this either in real life or on tv. It just alternates flashing left to right. Takedowns are referring to white lights, like headlights, on a lightbar that enhance the scene in front of your vehicle. When cops are pulling someone over, they want to be able to see as much as possible at night or times of compromised lighting.
