The point I was trying to make was that it is OK for a private
individual to sell a used, pre-1994 scanner, but it is not OK for a manufacturer (or anyone else) to sell an unblocked post-1994 scanner. I didn't carry it through far enough as it would also be OK for a dealer to sell a pre-1994 scanner. I should have made that more clear.
