Default Tower question

If one were to order a tower, lets say 40' for use in a 2 way radio
situation, how long should it take from the time you place the order to the
time you get it? I know a place who's tower blew over (it was old too) and a
replacement was ordered the same week. Almost a month later, they're still
waiting for the 2 way radio company to deliver and replace. This is a public
service agency which depends on their communications. Seems odd, the company
doing the work seems to be putting them off. Or is it whoever they're
ordering from, sucks with supplying? Just curious.
