I've passed on a few radios on Ebay that were advertised as new because the
pics just didn't look as described.

He doesn't say "New", he says "Like New". He offers a lot of rhetoric right
out of the manual, but completely avoids any mention of the condition or
how long it has been in use.

I see a few scratches and chips in the pics. Maybe that's just poorly generated
pics. In the end, people bid on what they want. If you feel it's a good
deal, then bid on it. If not, don't. You can always send him/her email and
ask a few questions. And after all, it's your money.
