There are a few other things to take into question.

What frequency do you want to monitor?

What is the elevation of the town?

78 miles is really pushing it, even with a beam antenna.

I have a scantenna and it is a signal magnet!!! I have not had the
time to put it up on the roof yet. I have it mounted on the fence and
at best it is 6" high. I have copied VHF at 35 miles.
