would check the records, find the data entered, and happily
issue a
certified copy of a Birth Certificate that didn't' exist, except

computer on fraudulent data.
Nothing to do with this case. Hawaii released the original record
filed in 1961.

There is nothing about the scan that is questionable to anyone who
knows anything about pdf files.
So it is your contention that in a scan of a document the PDF software would
put a white halo around the lettering and remove the security document
