the civilian side of the industry, you are undoubtedly aware that that
is a buzzword to justify awarding a contract to some "favorite son"
consultant/manufacturer who will deliver equipment that the guys "on
the street" so to speak will beta test and find all the bugs and come
up with practical solutions that the contractors couldn't think of -
stuff that ham operators used to do "back in the day".....
