It was on the old site for the last 2 years, and worked perfectly.

The arrl.org web site is intended for all people, hams and non-hams
alike, and not just for a specialized subset of people who can get
training. It is bad design if the general public cannot find what
they need without taking a class. Heck, I have problems finding stuff
on the site, and I'm an experienced ham and I have my own web site.
