Not the point. How big of a problem do we have with hams using CW straying
outdie the band edges at any time? Compare that to problems with hams using
voice modes and jamming, cussing, failing to ID, etc.

Yes, the op is ultimately responsible, that's a given. But the fact remains
that there are orders of magnitude difference in violations...
