Rohn 15 is tapered at the top of the sections to fit inside of the bottom .... I don't recall the exact dimensions, but the top, tapered part should be "concentric" with the bottom of the next section and fit inside. Sounds like a manufacturing defect - or they got tweaked somehow ...
