hi,
i would like to know how to measure perfect grounding in installation
of telecom systems.

What kind of "telecom systems"? What is the grounding for? How
pervasive and destructive is lightning damage in your area? What is the
soil conductivity? ...I think you get the picture.

There is no one "perfect grounding" system because there are many
purposes, many requirements, and many satisfactory outcomes. You need
to define your question in those terms before attempting to seek a
solution. There is no "perfect grounding system for everything."

As another reply states, there are no such thing as a perfect groundPERIOD

You have to define your need of grounding. What do you want to achieve etc.

You can create a "good enough" or "adequate" grounding in conformance with
your spec or demands.

A health and safety approach on grounding is not necessarily enough to
secure operation in a tropical thunderstorm.

However.

The easiest way to find suitable material on grounding etc for demanding
specifications is to look on how to EMP proof a computer installation.

EMP stands for "ElectroMagnetic Pulse" and is a "biproduct" - or in modern
weapons, the primary product of thermo nuclear weapons.

The quest for a "perfect grounding" does not necessarily protects from EMP
and EMP protection does not necessarily achieve a "perfect" ground.

Again - However... Following the strict guidelines on the "ABC" of EMP
protection, you will be forced to secure such a grounding that any EM
pulses or EM noise will be unable to damage your telecom equipment or
systems. Even if you have a self contained ground separated from
the "natural" ground, you only have to connect your floating, EMP secured
ground to the natural ground. Bear in mind that the EMP protection is
cancelled that way but as your intention is grounding

Grounding a RF installation is a different matter but I believe that you are
asking for a telecom grounding rather than antenna grounding.

Although "ground resistance" can be quantified and is, by the following
method:

Three stakes are driven into the ground at intervals. A measured current is
induced between the first and the last, while the voltage between the first
and the middle stakes is measured. By R=E/I, the ground resistance is
determined.

I last saw this done more than 10 years ago and I have no idea what the
numbers are. However, in poor soils, it must surely lead the installers to
drive more or deeper ground rods to meet the numerical requirments.
